Job Description:

The Subject Matter Expert - Nuclear Supply provides the Department of Energy (DOE) Office of General Counsel with research on and analysis of the export of nuclear goods and services by the domestic nuclear supplier industry to foreign nuclear installations and nuclear sectors. This position is part-time and temporary (approximate 6-month effort and is in support of the Convention on Supplementary Compensation for Nuclear Damage (CSC) rulemaking process.


Responsible for the integration of CNI Core Competencies into daily functions, including: commitment to integrity, knowledge/quality of work, supporting financial goals of the company, initiative/motivation, cooperation/relationships, problem analysis/discretion, accomplishing goals through organization, positive oral/written communication skills, leadership abilities, commitment to Affirmative Action, reliability/dependability, flexibility and ownership/accountability of actions taken.

Identifies nuclear suppliers and sub-suppliers in the U.S., including foreign-owned companies operating in the U.S.

For each of the suppliers and sub-suppliers identified, compiles information about each supplier, to include supplier's annual or average revenues, particularly from nuclear exports, and relative size (small, medium, large) in terms of revenue, employees, and/or market capitalization.

Identifies the types or major categories of nuclear goods and services exported by U.S. nuclear suppliers and sub-suppliers.

Creates and provides reports on the type of nuclear installation(s), or nuclear sector(s) that nuclear goods and services are exported to from 2008 through 2017. Nuclear installations and nuclear sectors include power nuclear reactors, research nuclear reactors, uranium enrichment facilities, and fuel fabrication facilities, used nuclear fuel reprocessing facilities, nuclear material storage facilities and nuclear material transportation.

Creates and provides reports on the annual aggregate quantity/value of U.S. nuclear suppliers' exports by type and country exported to, of nuclear goods and services from 2008 through 2017.

Identifies the type of Federal government license or authorization obtained for a nuclear suppliers' export of nuclear goods and services and the information available from each license or authorization.

Examines and provides reports on the type and availability of private insurance to cover nuclear suppliers' exports of nuclear goods or services, and the risk rating system used by the insurance industry for policies covering exports of nuclear goods or services.

Examines and provides reports on the recordkeeping practices of U.S. nuclear suppliers regarding their export of nuclear goods and services. Reports include estimated accessibility and time burden on U.S. nuclear suppliers to account for nuclear goods or services, value of goods and services exported, revenue derived from goods and services, quantity of goods or services, and/or type of nuclear installations exported to.

Compiles data and information in useful formats (e.g., reports, Excel spreadsheets) for DOE to access and review.

Prepares and produces a final report that may form a part of the basis of and be cited by DOE in actions related to the rulemaking process.

Provides additional support and analysis, as requested, in connection with any public review and comment process that is part of the rulemaking process.

Applies and helps to implement policies/procedures related to assignments.

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.


Bachelor's degree and six (6) years' relevant experience working in the field of nuclear energy, with particular expertise in the areas of economics, business, research skills, or data analysis, or equivalent combination of education / experience.



General knowledge in the domestic and global nuclear industry, supplier industry, nuclear markets and products, historical and future trends in the export of nuclear goods and services from the U.S., and the domestic nuclear industry structure and methods of operation

Knowledgeable and proficient in the use of the English language as to professional business grammar, spelling, punctuation and capitalization in the preparation of correspondence, reports and presentations

Working knowledge of business records management and filing processes

Excellent verbal and written communication skills

Excellent customer service skills

Excellent analytical abilities

Ability to work effectively both individually and in a team environment

Ability to travel as directed


Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.


Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.


Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
